A git pull request is a request for the owner to merge a change or fix you have done back into the original.
It's called a pull request because you are asking that they pull the change from your fork.

time is spent evaluating pull requests. time they will almost certainly not want to invest, as they are no longer using it themselves.

I imagine communities will manage a few forks until there's mainly one or two main builds people use.

Already exists (at least for many products). This happens when the source is released, not when id posts the pre-community source to github.
