For what it's worth, some dedicated hotspot gadgets expose a GPS service over TCP (the protocol is often somewhat inaccurately called NMEA), and a standalone USB-connected GPS receiver can be <$20.
For tablets, I believe often the GPS receiver is on the same chip as the cellular modem, so you don't tend to get GPS without that.
