According to Eurostat there are more British people in France than French people in UK ( http://www.guardian.co.uk/news/datablog/2012/jan/26/europe-p... ). Not to mention the coast of Spain which is "England in the Sun". I can't find figures on cities. There are always people who move around./

Not sure about Paris, but the Brits moving to Spain aren't moving to start businesses (unless you count "Lineker's UK Fun Pub" and similar).
