It's web scraping, and occasionally falls behind yt changes (2 years ago it was unusable for about a month). It could be described as an arms race, but Google appears to suffer it to live.
I suppose they understand that zero is not the optimal corruption target. (Because, as you asymptotically approach total control, the user cost also rises asymptotically.)
