I wasn't suggesting that people abusing the system would be a reason to not implement it. I was just expressing disappointment that it wouldn't be able to help them.

Disappointment. I get that.

The greatest good for the greatest number. Focus on the successes.

Not everyone can be helped. But withholding help because of some free loaders isn't moral.
