Twitter now requires an account to view tweets
It's quite common in Nova Scotia. During the mass shooting, emergency alerts were sent out exclusively via Twitter:

Which is a bad idea. They should be using the damn emergency alert system.

That's sad. I think for the ones in my area while they may use Twitter they tend to have some publicly accessible alternative.
